The comments suggest several main tasks:
(1) Actively promote the formulation of relevant standards for the construction of a "waste-free city" in Shanghai. Encourage relevant social groups, technical institutions and enterprises in Shanghai to participate in the development of relevant standards in the field of solid waste disposal and comprehensive utilization; cooperate with Shanghai's ecological environment, greening and city appearance departments, and carry out environmental protection in the process of solid waste collection, transportation, storage and resource utilization Revision of relevant local standards.
(2) Strengthen the law enforcement inspection of related plastic products. Incorporate plastic shopping bags, polyethylene agricultural mulch and other plastic products into Shanghai's product quality supervision and random inspection plan, carry out post-processing of unqualified products found in supervision and random inspections in accordance with the law, disclose regulatory information in a timely manner, and urge enterprises to implement rectification measures. At the same time, administrative penalties will be imposed on non-compliance with national prohibitions and restrictions on the use of non-degradable plastic bags and other single-use plastic products in the business field.
(3) Strengthen the supervision on the reduction of commodity packaging. Improve the efficiency of supervision and inspection, scientifically formulate supervision and inspection plans, and carry out supervision and inspection of about 1,200 batches of packaging materials in the fields of Shanghai production and distribution (including e-commerce platforms), including cakes, tea, beverages and wine, health food, cosmetics and other commodities. Strengthen the publicity and training of enterprises, urge enterprises to implement their main responsibilities, vigorously carry out the promotion of excessive packaging of commodities, enhance citizens' awareness of energy conservation, environmental protection, and green consumption, and create a social atmosphere that resists excessive packaging. Carry out the special action of "looking back" to reduce the amount of packaging in a timely manner to prevent the resurgence of excessive packaging.
(4) Carry out law enforcement inspections restricting the use of disposable tableware. Continue to take "double random, one open" supervision as the basic means, increase law enforcement inspections through daily inspections, special inspections and other methods, urge Shanghai catering service providers not to provide disposable tableware on their own initiative, and investigate and punish illegal acts according to law. Supervise and urge operators to establish a sense of subject responsibility.
Encourage and promote green certification. Strengthen the publicity and implementation of green product certification policies, advocate the concept of green production and consumption, and guide more enterprises to actively carry out green related products, services and system certification. Promote the improvement of the technical level of green certification, and encourage and guide Shanghai certification bodies to expand their green certification business capabilities and qualifications. Strengthen the supervision of green certification activities and standardize the certification market order.
