Starting in 2026, Brazil will mandate a reverse logistics system for plastic packaging, requiring 32% recycled materials

Brazil has enacted regulations requiring companies to participate in a reverse logistics system for plastic packaging starting in January 2026. This regulation covers Tier 1, Tier 2, and Tier 3 plastic packaging and applies to manufacturers, distributors, importers, traders, and regulatory bodies.

According to Decree No. 12688, market operators must meet two targets by 2026: a 22% recycled material content and a 32% recycling rate. Companies can choose to establish independent reverse logistics systems or join collective reverse logistics models regulated by regulatory bodies.
