The EU Packaging & Packaging Waste Directive (PPWD) is currently under construction and the first draft is expected to be published on November 30, 2022.
It is estimated that the bill will be implemented in May 2024, which will give the industry time to digest and inevitably lobby the EU. The impact will spill over to the EU and the UK.

What will be included?
While the document has not yet been published, we believe the following could be included in the draft:
By 2030, all packaging must be recyclable or reusable.
Using 2018 as a baseline, reduce per capita packaging volume (total packaging volume) by 2030. (Note: We don't know the percentage, but figures of 75% by 2027 and 90% by 2030 are being discussed)
Unnecessary packaging with the "negative list" provided by the EU is prohibited.
Market sectors introduce mandatory reuse targets, including transportation, grocery/retail, and foodservice/ hospitality.
possible outcome
PPWD will disrupt the market more severely than the SUP order. The SUP Directive is translatable at EU member state level, allowing each member state to introduce its own laws to implement the Directive. However, there are concerns that the PPWD will move from a directive to a regulation, meaning it will overtake the SUP directive and become law in all member states.
