The proposal pointed out that on December 1, 2020, the "Provisions on the Prohibition of Disposable Non-degradable Plastic Products in the Hainan Special Economic Zone" was formally implemented. Hainan Province completely bans the production, transportation, sale, storage, and use of disposable non-degradable plastic bags, films, tableware, daily necessities, and other disposable non-degradable plastic products that the Provincial People’s Government has determined based on actual needs.
On May 27, 2021, the Hainan Provincial Department of Commerce held an e-commerce platform "plastic ban" work symposium, issued a "plastic ban" initiative to the Hainan e-commerce industry, and mobilized the province's e-commerce industry to fully participate in the "plastic ban" action.
Alibaba, JD.com, Pinduoduo, Meituan, Suning, and Orange Heart Optimal respectively introduced their respective companies’ actions and plans around the ban on plastics, and expressed that they will actively respond to the initiative of the Hainan Provincial Department of Commerce and take multiple measures to promote the “ban on plastics” work. Representatives of the business platform signed a letter of commitment on the spot to assist the construction of the Hainan Ecological and Environmental Civilization Pilot Zone with practical actions.
