Guangzhou Plans To Legislate: The Express Industry Violates The Plastic Ban Regulations With A Maximum Fine Of 100,000

Guangzhou is a "China Express Demonstration City" and will become the first major national central city whose express delivery volume exceeds 10 billion pieces in 2021. From January to May this year, the total express delivery business volume completed 4.136 billion pieces, a year-on-year increase of 16.1%, accounting for about 35% of the province and 10% of the country, maintaining a leading position in the country.


On July 5, the "Guangzhou Express Regulations (Draft)" (hereinafter referred to as the "Draft") was submitted to the fourth meeting of the Standing Committee of the 16th Guangzhou Municipal People's Congress for the first instance.


The draft puts forward environmental protection requirements for the express delivery industry. For example, express delivery companies should promote the use of electronic waybills, use recyclable, easy-to-recycle, and degradable packaging materials, and gradually stop using non-degradable plastic bags and other disposable plastic products, and follow relevant national regulations. Report the use and recycling of single-use plastic products such as plastic bags to the postal administration. Those who fail to comply with this requirement shall be ordered to make corrections by the postal administration, and a maximum fine of 100,000 yuan shall be imposed.
