On March 5th, Premier Li Qiang, in his Government Work Report, outlined the government's tasks for this year, proposing to accelerate the comprehensive green transformation.
Guided by carbon peaking and carbon neutrality, we will coordinate efforts to reduce carbon emissions, pollution, expand green spaces, and promote growth, thereby enhancing the momentum of green development. We will strengthen comprehensive ecological and environmental governance. We will deepen the battles to protect blue skies, clear waters, and clean soil; formulate and implement an action plan for continuous improvement of air quality; promote the treatment of black and odorous water bodies in county towns and rural areas; and strengthen risk management of polluted sites in key industries.
We will strengthen the treatment of new pollutants and implement comprehensive solid waste management actions. We will improve the diversified ecological compensation mechanism and expand channels for realizing the value of ecological products. We will strengthen biodiversity protection and effectively implement the ten-year fishing ban in the Yangtze River. We will adhere to the integrated protection and systematic governance of mountains, rivers, forests, fields, lakes, grasslands, and deserts; implement the integration and optimization of nature reserves; promote the construction of national parks; and solidly advance the "Three-North" project to make the mountains around the people greener and the waters clearer.
We will vigorously develop a green and low-carbon economy. Improve policies to promote green and low-carbon development, implement actions to improve quality, reduce costs, and lower carbon emissions in key industries, and further promote the construction of zero-carbon industrial parks and factories. Establish a national low-carbon transformation fund and cultivate new growth points such as hydrogen energy and green fuels. Effectively manage high-energy-consuming and high-emission projects, accelerate the elimination of outdated production capacity, and support the innovative application of green and low-carbon technologies and equipment. Improve the total resource management and comprehensive conservation system, and strengthen the recycling of renewable resources.
Actively and steadily promote carbon peaking and carbon neutrality. Implement a dual control system for total carbon emissions and intensity, improve the carbon emission statistics and accounting system and carbon footprint management system, and further expand the coverage of the carbon emission trading market. Formulate an outline for the construction of an energy powerhouse. Focus on building a new power system, accelerate the construction of smart grids, develop new energy storage, and expand the application of green electricity. Strengthen the clean and efficient utilization of fossil energy.
