The Swiss government has begun drafting a new packaging regulation to reform its packaging-related laws and regulations.
The draft requires manufacturers and distributors who put plastic packaging on the market to be responsible for recycling and reusing it. Retailers and brand owners are also legally obligated to collect this packaging at the point of sale and ensure it is recycled.
The regulation sets a 55% recycling target for single-use plastic packaging and a 70% target for beverage cartons. If the 55% recycling target cannot be achieved under current market conditions, the regulation also allows for other measures, such as implementing a deposit refund system or charging prepaid processing fees.
European Packaging Waste Management Standards
The proposal expands producer responsibility from beverage packaging to all types of packaging, including single-use packaging, reusable packaging, and various packaging materials used in beverages, food, and catering services.
The authorities aim to strengthen Switzerland's circular economy system and reduce its environmental impact. Although Switzerland is not a member of the European Union, the content of the draft is consistent with the packaging waste management standards that are being gradually implemented in Europe.
The regulation is currently only a draft and may be amended before its formal adoption. Some industry stakeholders question whether the 55% target can be achieved in the current market environment.
This reform could mark a significant shift in Switzerland's approach to packaging waste management, as it requires manufacturers and retailers to take greater responsibility and sets clear standards for plastic recycling efforts.
