Plan By Ministry Of Industry And Information Technology

Dec 08, 2021

The official website of the Ministry of Industry and Information Technology published a notice on the issuance of the "Fourteenth Five-Year Plan for Industrial Green Development". The "Plan" lists nine important tasks and proposes to expand green and environmental protection strategic emerging industries.

Task 1: Implement the carbon peaking action in the industrial sector The industrial carbon peaking promotion project mentioned that green low-carbon materials should be promoted: ·

- Promote green building materials and daily necessities such as low-carbon gelling, energy-saving doors and windows, environmentally friendly coatings, and all-aluminum furniture. ·

- Develop bio-based materials such as polylactic acid (PLA), polybutylene succinate (PBS), polyhydroxyalkanoic acid (PHAs), polyorganic acid composite materials, and cocoamino acids.

Task 2: Promote the high-end transformation of the industrial structure

The "Plan" proposes to resolutely curb the blind development of "two highs" projects, promote the withdrawal of backward production capacity in accordance with laws and regulations, develop strategic emerging industries and high-tech industries: accelerate the implementation of green upgrading and transformation of petrochemical and chemical industries, and promote the dangers of urban densely populated areas Relocation and renovation of chemical production enterprises. Implement the energy consumption "dual control" target and carbon emission intensity control requirements, and promote the development of reduction, intensive, and green development of the heavy chemical industry.

For the "two highs" projects where the market is saturated, the energy efficiency level of the main product design should be compared to the advanced value of the industry's energy consumption limit or the international advanced level. Strictly control the newly increased production capacity of urea, ammonium phosphate, calcium carbide, caustic soda, yellow phosphorus and other industries, and new projects should be replaced by equal or reduced production capacity. Strengthen the constraints of environmental protection, energy consumption, water consumption and other factors, and promote the withdrawal of backward production capacity in accordance with laws and regulations.

The Cleaner Production Reform Project in Key Industries proposes to reform key industries such as the iron and steel industry, petrochemical and chemical industries, and textile industries.

Among them, the textile industry needs to implement technology and equipment transformations such as low liquor ratio dyeing, non-polyvinyl alcohol sizing weaving, green pulping of regenerated cellulose fibers, supercritical carbon dioxide fluid dyeing, open-width knitted fabric dyeing, and continuous dyeing of polyester fabrics with low water.
