In terms of preventing and controlling environmental risks, the "Plan" proposes to strengthen the classification and source reduction of domestic waste:

Focus on key industries and key links such as express delivery, catering, e-commerce, and supermarkets, and continue to promote the reduction of domestic waste at the source. By 2025, a system of classified collection and transportation, resource treatment and market-oriented operation of domestic waste will be basically completed, and zero landfill of primary domestic waste will be achieved. Cultivate the creation of high-standard domestic waste classification demonstration villages, strictly check and remediate informal garbage dumping points, and by 2025, the informal garbage dumping points in rural areas will be dynamically cleared.

Implement plastic reduction actions in key industries. Establish and improve the plastic pollution control standard system, orderly prohibit the production and sales of some plastic products, and strictly control the leakage of plastic waste to the natural environment. Increase plastic reduction in key industries such as catering, takeaway platforms, wholesale and retail, e-commerce express delivery, accommodation, exhibition, and agricultural production, and promote and expand the use of degradable plastic products. By 2025, non-degradable plastic tapes will be banned in express outlets throughout the city. Promote e-commerce and logistics companies to build recycling systems, and carry out pilot projects for resource recycling of express packaging and take-out meal boxes.
